With over 15 years’ experience spanning high-stakes testing, regulatory alignment, and institutional strategy, she has advised governments, universities, and global organisations on the design, validation, and implementation of English language qualifications used for study, work, and migration.

As Co-Founder of the English Language Standards Advisory Authority (ELSAA), Sandy works at the intersection of assessment integrity, compliance, and employability, ensuring that language standards are not only robust, but meaningfully aligned with academic success and long-term graduate outcomes.

She previously served as Executive Director at ETS International UK, where she led global strategy and institutional partnerships, strengthening trust in English language testing across diverse markets and aligning assessments with national and international frameworks.

Sandy also works closely with organisations such as ICEF, supporting efforts to raise standards in international education, agent compliance, and ethical recruitment. She is a trusted advisor to compliance teams, admissions leaders, and international recruitment professionals, helping institutions navigate complex regulatory environments with clarity and confidence.
